Currently, the city uses an at-large system of representation, which tends to favor well-funded candidates. The campaign is working for a ward-based system, which would allow for more genuine representation of the city’s diverse communities. This campaign was launched in May 2008 by Empower Our Neighborhoods (EON), the community wing of Rutgers' Community Empowerment Project. Last year, EON ran a campaign to petition the city by referendum, housed and fed ten full-time organizers for the summer, and canvassed all of New Brunswick.
