One year later: is Plan B accessible?

Salon's Lynn Harris noted today that although a year has passed since the FDA approved over-the-counter sales of Plan B, it's still far from easy to access, especially for those who are already underserved by healthcare policy:

Belle Taylor-McGhee, the PAP's executive director, said (PDF), "The FDA decision left behind the most vulnerable populations: young women, low-income women and women without proof of age, which often includes undocumented women... What we still lack is healthcare policy that supports women of all ages and backgrounds who may someday need EC [emergency contraception]."

She's quite right to tie EC to a larger debate about reproductive health policy. This FDA decision is great, but if it lacks substantive backing, it makes things worse by sidestepping the problem while appearing to solve it.
