I'm not going to declare a winner in this contest, because it is a matter of personal preference.
The most famous is likely Amsterdam Falafel. Styled after the falafel hut across the bridge from the train station in Amsterdam (if you've been, you know what I'm talking about), it has a heck of a toppings bar. In addition to that impressive array, they have Dutch mayo, homemade peanut sauce, Old Bay, and vinegar (in addition to ketchup) for dipping their delicious fries. It's cash only (they do accept euros).
A strong competitor to the north on Columbia Rd is Old City Cafe. Many people prefer this place to its flashier 18th St. counterpart. I will admit that the falafel itself is better here. However, the toppings bar is lacking in comparison and the fries aren't as good (nor is there Dutch mayo or peanut sauce).
So I'll leave the decision up to you: superior condiments and fries or a bettter quality base?
