According to the Washington Post:

The administration is requesting $56 billion for the Department of Education, a reduction of a half billion dollars, or 0.9 percent, from the current spending plan -- which would be the first cut in overall federal education spending in a decade.

Where could that money for education have disappeared to?

Washington, DC - [Yesterday] Rep. Henry A. Waxman, Democratic Leader Nancy Pelosi, Rep. George Miller, Rep. Elijah E. Cummings, and other senior Democrats released a new Government Accountability Office report finding that the Bush Administration spent more than $1.6 billion in public relations and media contracts in a two and a half year span.

I guess you just need a really expensive PR campaign when you are selling snake-oil and poison to the world; GW must get his cues from Big Tobacco:

A look at the top tobacco-money recipients for this election cycle shows a bit of what's on the industry's federal policy wish list. On top is President Bush, who, as of mid-year, had disclosed nearly $155,000 in tobacco donations. That places him just a hair under the $156,000 taken in by his father during the entire 1992 campaign, and it's the largest pot of tobacco cash taken by anyone since.
